Led by the Italian Ministry of Justice and the multinational developer Lendlease, “Programma 2121” aims to provide convicts of the Lombard penitentiary system with individual training and job opportunities in the real estate sector, starting from MIND- Milan Innovation District. In compliance with the EU objectives regarding the management of the penitentiary system, the 3-year-long program kicked- off with 10 beneficiaries during the pilot phase and will be scaled during its second phase. The program is expected to have a positive socio-economic impact on the life of the inmate and on society as a whole, offering professional learning opportunities and post-detention employment perspectives to the inmate, while reducing the likelihood of reoffending due to social and economic exclusion. Further, employers will remunerate the work of the inmates, contributing to the costs currently faced by the penitentiary system. As remarked by Alfoso Bonafede, Italian Minister of Justice, in this way detention will be turned from a burden into a resource. The Programme offers economically sustainable solutions thanks to the alignment of public and private interests.

The first cohort of the pilot phase has had a largely positive impact with 90% of the internships resulting in either extension of the work opportunity or release from the prison system. Programma 2121 also increased beneficiaries’ self-reported technical and relational skills by 17% and 34% respectively, thus increasing beneficiaries’ chances of re-entering the job market upon release.
Results and next steps were presented at a virtual conference on the 29th October 2020 with the Italian Ministry of Justice, Lendlease, and the Australian Embassy in Italy.
The second cohort will be launched before the end of the year and we are working for a solution to scale up the innovative programme.
