Detention: A new way forward
Milan, Italy. On the 26th of September, “Programma 2121” was launched at San Vittore prison, becoming the country's first case of a socially inclusive, work programme for inmates in the real estate sector.
Led by the Ministry of Justice and the multinational company Lendlease, with PlusValue as a partner, Program 2121 aims to provide convicts of the Lombard penitentiary system with individual training and job opportunities in the real estate sector. In compliance with the EU objectives regarding the management of the penitentiary system, the 3-year-long Program will kick off with 10 voluntary convicts during the pilot phase and 30 during the second phase of the project.
The Program is expected to have a positive socio-economic impact on the life of the inmate and on society as a whole, offering professional learning opportunities and post-detention employment perspectives to the inmate, while reducing the likelihood of crime recurrence due to social and economic exclusion. Further, employers will remunerate the work of the inmates, contributing to the costs currently faced by the penitentiary system. In the words of Anfoso Bonafede, Italian Minister of Justice, in this way detention will be turned from a burden into a resource.
